HB2873 Update
Where things currently are
First, I want to thank everyone who called, emailed, or used the RTS system to voice your opposition to this striker amendment. I know that none of these systems are easy to navigate, and reaching out to legislators and staff can be complex and uncomfortable, especially when engaging folks who operate across the aisle who are likely to be unfriendly to our positions.
I wanted to share the latest that I know of where the current bill is in the process. Below is the snapshot as of April 2, 2026. To help navigate what you are looking at, here is what happened.
The original bill began on January 20th and moved through the process until it passed the House on February 26th. Where it gets interesting is on March 25th, in the Senate RAGE (Regulatory Affairs and Government Efficiency) Committee, the strike-everything amendment was added.
The March 30 rules meeting was when our original call to action went out in advance. At the time, it wasn’t clear what was going on, but now in hindsight, that was determining if the bill was proper to clear and go to the Senate. The Vote looks 0-0-0-0 because it was a unanimous voice vote, so who voted for what wasn’t recorded directly.
I had an opportunity on the evening of March 30th and connected with an additional AZ Senator, Mitzi Epstein, in the Democratic Caucus to seek more support; however, as we can see, both the Republican and Democratic Caucuses recommended the striker for passage on March 31st.
So this is the last that I know where things stand. From here, the process, as I understand it, would be:
Committee of the Whole, where the Senate would debate and could add amendments.
Third Reading & Final Vote in the Senate, where the bill would pass or fail
Return to the House for their full process.
The Legislative session ends on April 25th, and it isn’t clear how much of a priority this is for AZ legislators, so I don’t know if or when the rest of the steps will take place, but I’ll keep folks updated.

I am new to the ‘striker’ hb 2873 , could you explain to me how exactly this works and endangers the referendum process in AZ and specifically in Marana with the last referendum debacle?
